Roles not having rights to update settings of a site are not able to add such site as scope in the Asset Publisher

Description

Currently, Portal users with no UPDATE permissions on a site, are not able to add such site as Scope in the Asset Publisher. The operation will fail with the exception:

caused by

in class AssetPublisherImpl

In future Portal versions, there should be a way to make the above operation possible and the ability to set the scope of an Asset Publisher shouldn't be related to Update permissions on the site.

Also, we are missing explanation of what is the task the user(s) wants to accomplish...

This FR might make sense but we are missing info for assessing it correctly.
