"Enable propagation of changes from the site template" is being automatically unchecked

Description

Reproduced in Branch and Master.

Steps:
1. Create new site template
2. Create new organization
3. Create organization site base on site template from 1.
4. Make sure "Enable propagation of changes from the site template" is checked
5. Click on Users & Organizations > Actions > Edit.
6. Simply click Save.
7. Organizations > Actions > Manage Site.
8. "Enable propagation of changes from the site template" is now unchecked

The functionality of enabling/disabling propagation of site template changes to organizations was added in https://liferay.atlassian.net/browse/LPS-27157#icft=LPS-27157. However, it did not include the whole fix. My fix copies the structure used in details.jsp, edit_user_group.jsp, and personal_site.jsp. The issue currently is that since the check boxes do not appear, it is as if they were not selected thus making the propagation false.
