PASSED Manual Testing using the following steps:

1. Start liferay, go to control panel.
2. Click web content, click the Categorization on the right column.

Reproduced on:
Tomcat 7.0 + MySQL 5. Portal 6.2.x GIT ID: 0d64bfe82646363b56b38018143b95a78c4cf10c.

I can not see the title "Tags" (see attach affect.jpg).

Fixed on:
Tomcat 7.0 + MySQL 5. Portal 6.1.x EE GIT ID: e0ece8e21b51acca121402d2238799dce3b5b1d0.
