Moving a document to another folder in Staging and publishing to live won't move it in Live

Description

Steps to reproduce:

1. Add the "Documents and Media" portlet to any page
2. Add two folders: FolderA and FolderB.
3. Upload a new Basic document in the root level (outside of any folder)
2. Activate Local Staging (Manage --> Site Settings --> Staging). Now you will have your document in Staging and Live.
3. Move the document in staging to folder A.
4. Publish to live again --> You will see the document is still in the root level, not inside the folder.

The main problem is that we don't have any method in the API to update the folderId of a fileEntry

Can not reproduce on:
Tomcat 7.0 + MySQL 5. Portal 6.1.x EE GIT ID: 62c55afdd9ff2bd7067dee314ef57f65039d862f.

I click live. I can see the correct result, document move to folder.

Also it is not clear how a document becomes live. I have documents which aren't displayed on any pages. The webdav url indicates the staging group but these items still appear to get published to live (as evident if i put document libray display on live site). The contents of the same folder don't match in live and staging.
