Steps to reproduce:
1. Add the "Documents and Media" portlet to any page
2. Add two folders: FolderA and FolderB.
3. Upload a new Basic document in the root level (outside of any folder)
2. Activate Local Staging (Manage --> Site Settings --> Staging). Now you will have your document in Staging and Live.
3. Move the document in staging to folder A.
4. Publish to live again --> You will see the document is still in the root level, not inside the folder.
The main problem is that we don't have any method in the API to update the folderId of a fileEntry
