Add a Vocabulary
Navigate to "Control Panel -> Categories
Click Add Vocabulary
Fill in the Name field
Click Save
Add a Category to the Vocabulary
Click Add Category
Fill in the Name field
Click Save
Add a Subcategory to the Category
Click on the newly created Category
Click Add Subcategory
Fill in the Name field
Click Save
Edit the Subcategory
Click on the tree drop down to see the newly created Subcategory
Click on the newly create Subcategory
Click Edit
Change the Name field
Click Save
It will get moved to become a Sibling of the Parent Category
