Welcome Theme Web Content isn't viewable to new user

Description

When you create a new user and log-in the Welcome Theme content doesn't have the correct permissions to display.

Steps:

1. start up fresh 6.1.x CE bundle
2. deploy resources-importer and welcome-theme
3. create new user
4. view the error
