Steps to Reproduce:

  1. Create a publication P1

  2. Add a new site with a page

  3. Publish new site

Expected Results:
New site is published and the user is redirected to publications page

Actual Results:
New site is published but user sees "Not Found" error for publications page

Tomcat 9.0.43 + MySQL 5.7 Portal Master GIT ID: 48e4072e6edeac08efa2e38f65cf9bbbdcc44c7a
