Removing deprecated version of classes related to export/import and staging

Description

There are some deprecated classes in the portal related to export/import and stating which are deprecated for a while, it would be safe now to remove those.

These classes are (all in portal-service):

com.liferay.portal.lar.PortletDataHandler
com.liferay.portal.lar.PortletDataHandlerBoolean
com.liferay.portal.lar.PortletDataHandlerChoice
com.liferay.portal.lar.PortletDataHandlerControl
com.liferay.portal.lar.PortletDataException
com.liferay.portal.lar.PortletDataHandlerKeys
com.liferay.portal.lar.UserIdStrategy
