No validation when creating web content without a template

Description

Template Validation does not show up.

Steps to reproduce

  1. Add web content display

  2. add web content > select structure

  3. add structure

  4. enter a title > save as draft

  5. user will not see blue warning message.

After being prompted to add a template, user will see the blue message "Please add a template to render this structure."
