Portal still copy user group layout even if set user.groups.copy.layouts.to.user.personal.site=false

Description

reproduce steps:
1. Set user.groups.copy.layouts.to.user.personal.site=false in portal-ext.properties
2. create a user group A
3. Assign user test(administrator) to group A
4. create a new public page B for group A
5. Go to my public page of test user, you will see page B

Refer to Liferay admin user guide, set property "user.groups.copy.layouts.to.user.personal.site" to false will enable virtual layout dynamic copy and disable actual user group layout copy, reverse if set property "user.groups.copy.layouts.to.user.personal.site" to true will enable actual user group layout copy and disable virtual layout dynamic copy.
so previous fix totally impact this function, I rollback it.

Users are able to see the page.
