Steps to reproduce:
1. Set the language to something else than English
2. Click on the "Go to" (or whatever that is in the language you chose) drop down box
3. "Control Panel" is in the list (in English)
4. Click on "Control Panel"
5. Breadcrumb starts with "Control Panel" (in English)
