Manual Selection of Asset Publisher ignores permission even enabled permission is checked

Description

1. Add asset publisher portlet
2. Click configuration and set "enable permission"
3. Create web content with "viewable by site member"
4. Select the web content created with display style "manual" in asset publisher portlet
5. Log out as admin. You can still see the web content.
