User group cannot use site templates

Description

Steps to reproduce:
1. Create a new Site Template "T".
2. Create a new User Group.
3. Choose template "T" as it's public page.
4. Do not check "Enable propagation of changes from the site template".
5. Click on save.
The template was not saved. If check "Enable propagation of changes from the site template", it will display "User Groups is temporarily unavailable." and console will show error messages as follow:
