Related Assets portlet shouldn't be able to configure the scope

Description

The Related Assets portlet is always showing assets related to the main asset of the current page, so it makes absolutely no sense to configure the scope of the portlet

PASSED Manual Testing using the following steps:

1. Start liferay, add related assets portlet to a page.
2. click wrench, click configuration.

Reproduced on:
Tomcat 7.0 + MySQL 5. 6.2.x GIT ID: 9f2c0a733af64ea562a8c88a3d60e2598f8e3513.

In the source part, I can see the scope.

In the source part, I can not see the scope.
