Staging toolbar misplaced when creating a new page variation

Description

Steps to reproduce the issue:

1. Activate Stating enabling page variations.
2. Add the Navigation Portlet to the right column.
3. Click Manage Page Variations link.
4. Add a new Page Variation "TestPage"
5. Move the Navigation Portlet to the left column.

At that point the Staging toolbar with the Undo History and Mark as Ready for publication are moved to the top of the page.
