Error message when uploading an invalid document type

Reopening to add 6.1.1 CE GA2. Close as Fixed.

PASSED Manual Testing using the following steps:
1. Add Documents and Media portlet.
2. Add a new folder and click on edit button.
3. Check "Define specific document type restrictions for this folder."
4. Click +Select Document Type button.
5. Choose Basic Document.
6. Click on save button.
7. Enter the folder and Click Add -> Multiple Documents.
8. Upload a document and change the Document Type to contract.
9. Click on save.

When uploading a document type into a folder that doesn't allow that document type (because it's restricted) the error message doesn't explain the root cause of the failure.
